Grant and Contract Billing Specialist

As part of the Housing Matters financial compliance team, the Grant and Contract Billing Specialist provides expertise in creating invoices and tracking payments related to government grants and other contracts. This position reports to the Accounting Officer and will work closely with the Contract Analyst.


Typical Job Duties

  • Maintain complete and accurate files for assigned contracts, staying current with program and contract changes
  • Understand financial requirements of assigned contracts, and ensure functions are completed following applicable federal, state, and county guidelines, including expense eligibility and appropriate documentation
  • Coordinate coding of expenditures related to assigned contracts
  • Coordinate with program staff to complete all non-financial contract reports, ensuring assigned contracts are submitted on time
  • Work with program staff to review ongoing budget to actual reports and manage adjustments and corrections in preparing monthly invoicing
  • Prepare and send invoices and all required reports to assigned agencies
  • Assist with contract and revenue tracking to ensure the revenue and expenses booked in the general ledger are in the proper periods and assigned contracts are not overbilled
  • Effectively communicate with varying levels of staff, including grantors/funders, responding promptly to all requests and inquiries
  • Assist with external agency and financial audits as needed
  • Support accounting department as needed
  • Other duties as assigned.

  • General accounting principles, practices, and procedures
  • Proficient in Microsoft Office applications such as Excel and Word
  • Experience with Sage Intacct is a plus

Training and Experience

  • BA/BS degree Preferred. We will consider other applicable education, training, and experience.
  • Two or more years of relevant experience in financial procedures and budgeting related to government grants and contracts


Hours and Pay

$30.74 - $32.28 hourly

Payment placement is dependent upon documented education, training and experience. 

This is a full-time, benefited, nonexempt position. Occasional evenings and weekends may be required. Health Insurance and PTO benefits begin after a 30-day introductory period.
